Cups should be level (scrape a flat knife gently over the top to level). As you are measuring volume it's important to know how to fill the cup for each kind of ingredient (packed/ sifted in/spooned in) or your measures will be wrong. This is especially important in baking where ratios/ precise measures mean success.
