Industrial cities like Liverpool pioneered the concept of tenement blocks or 'dwellings' in the mid-nineteenth century, and when the Tilbury docks were being constructed in the early 1880's, the Docks company adopted this same solution to the problem of housing large numbers of manual workers, constructing two four-story blocks.
