Margaret Nevile Rolfe, on the bottom right of the picture, has a very small waist. She is clearly wearing a corset underneath her clothes. The women may also be wearing bustles. Bustles made the dress bigger at the back. By wearing both a corset and a bustle Victorian women could acentuate their hips and waist.
