The moorings on the Thames to the east of St Saviour's Dock have been used by barges and houseboats by Mill Stairs (at Reed Wharf) for more than 200 years. However. A campaign in 2004 to get rid of the boats failed when the houseboats raised petitions, gained support from other local community groups and celebrity endorsement to mount a very effective use of the local press. They even used the annual Britain in Bloom event to showcase their way of life. Some of the houseboat dwellers had spent some time creating garden space and enhancing the green potential of the boats.
