The Ball Memorial Garden was opened in 1936 by Mrs. Ball, and commemorated her husband Mr. Charles Francis Ball, C.B.E., a Letchworth Councillor and magistrate. The garden was created through public donations of £675.
The site of the memorial garden was chosen because the Open Air Swimming Pool, which had previously taken up the area, was no longer in use. As a result, the rose garden is sunken as it sited on the exact location of the swimming pool.
