John Howard was an 18th century prison reformer that drew attention to the appalling conditions in British Goals. He inspected prisons throughout Britain and Europe. He was especially concerned over debtors who were often refused provisions and care that even murderers were permitted. His reforms became influential in prison design in the 19th century.
